Fix surfaceproperties not working as intended (Fixes snow)

Neoony requested to merge bugfix/revert_fix_surfaceproperties into develop

Surfaceproperties_manifest files don't seem to load properly. Other games only use surfaceproperties.txt and it works; I've tested this and all the properties that were orginally altered for empires are now back to how they were.
