Heavy Machine Gun Accuracy Modifications

Modified the Heavy Machine Gun so it is able to deliver sustained fire while conserving decent accuracy.
Its accuracy is initially worse than other Rifles or even SMGs, but its low increment allows it to deliver longer burst while maintaining stability.
