Feature/2.37.3 Capacitive Armor Nerf
Capacitive Armor performs too well overall. By increasing is weight per plate, tank drivers are forced to equip only 2 standard weapons at the same time. The weight increase closes the gap between Capacitive Armor AFVs and LT tanks. Research cost and research time got increased to match with all other vehicle armor research and gives players more time to react.
